Manifesto – A New Climate Law for a Liveable Future!

Climate change is no longer a thing of the future – it is happening here and now. Hungary is hit particularly hard because the Carpathian Basin is warming faster than the global average. Heatwaves, droughts, crop failures, and flash floods are becoming increasingly frequent. This threatens not only nature but also our daily food, water resources, health, and homes. The future of ourselves, our children, and grandchildren, as well as our liveable environment, is in danger.

The Constitutional Court’s decision is clear: by June 30, 2026, a new climate law must be adopted that provides real solutions to the causes and consequences of climate change. It is not enough to set goals – we need scientifically grounded, concrete, and implementable measures and genuine public participation in their development and implementation.

This creates a historic opportunity to jointly create a law that:

• slows the pace of climate change and meaningfully and permanently reduces Hungary’s emissions
• supports adaptation to the changes already underway
• strengthens the resilience of people, communities, and nature, thereby providing security
• preserves Hungary’s natural treasures – protecting our waters, forests, and arable lands
• guarantees food and health security
• promotes energy conservation
• ensures fair, affordable, and clean access to energy
• strengthens our communities and ensures a livable environment for future generations

Such a law can only be created through social cooperation and genuine participation.

We need the voices of scientists, farmers, environmentalists, civil society organizations, municipalities, youth, and communities – in short, all of us – which is why we are initiating a public dialogue to create a new climate law that binds any government to action and has real substance.

We are seeking real solutions – ones that go beyond prioritizing material interests and consumption. We seek systemic responses that protect the lives and values of Hungarian people in the long term and serve the interests of society, future generations, and nature alike.

This work requires partnership. We call on all professional, social, and local organizations and communities committed to a sustainable, just, and secure future to join the dialogue – because we believe that together we can bring about real change.
