Free Smart Meters for Condominium Energy Communities – We Submitted Our Comments on the Draft Decree

Energiaklub Climate Policy Institute has submitted its opinion on the proposed amendments to the implementing decrees of the Electricity Act. In our view, members of condominium-based energy communities should be provided with smart meters and the necessary metering data services free of charge - in line with EU legislation and the objectives of energy system digitalization.

Our professional recommendation concerns the draft amendments to Government Decrees 273/2007 (X.19.) and 466/2024 (XII.30.), which regulate the implementation of Hungary’s Electricity Act. The proposal would introduce a new accounting model for condominium energy communities - the so-called control meter system - under which not every member would receive an individual smart meter. 


In our view, this contradicts Article 21 of the RED II Directive, which calls for a supportive framework for renewable energy prosumers. The provision of smart meters is not only essential for transparent, quarter-hourly accounting, but also a key step toward digitalization in the energy sector. 

Therefore, we propose that all voluntarily joining members of energy communities be equipped with smart meters and individual accounting, both provided free of charge. Furthermore, we recommend that system operators should not charge for the provision, correction, or validation of metering and settlement data required for energy sharing.
