Action Plan for the Establishment of a One-Stop Shop (OSS) for Building Renovation in the Municipality of Tirana

The action plan developed within the framework of the RenovAID project aims to lay the groundwork for the establishment of a One-Stop Shop (OSS) for the Municipality of Tirana, the capital of Albania. The document presents in detail how the OSS can contribute to the energy-efficient renovation of residential buildings—with particular attention to the target groups involved, levels of intervention, investment needs, and the required financial framework.

The document is built on three main pillars: first, it analyses the current situation in Albania—including existing barriers, the regulatory environment, and a stakeholder mapping; second, it provides a detailed plan for developing, operating, and structuring the OSS model; third, it outlines a business model to ensure sustainable operation. The document also emphasises the importance of building partnerships, involving local actors, and designing the customer journey.

The plan pays particular attention to the legal and regulatory frameworks, as well as the detailed mapping of existing and potentially involved actors—including key stakeholders and institutional roles within the Albanian building energy efficiency sector.
