EU-ETS - the 2nd phase

EU-ETS affects the biggest emitters in Europe as well as in our country. In Hungary more than 260 establishments operate under the EU-ETS. The second phase of the emissions trading system will be functional from 2008 till 2012.

Target:

Follow up and monitor the implementation of the European Union\'s Emission Trading Scheme (EU-ETS) and related legal instruments in Hungary in order to fully incorportate climate protection issues and goals.

Description:

Preparing this second phase, the experiences and lessons learnt from the first EU-ETS system was used. The 2003/87/EC directive lays the ground for the creation of so called National Allocation Plans (NAP). The directive gives detailed provisions for allocation system and special considerations and the amount of freely distributable allowances to individual plants. The aim of our project is to support the implementation of the NAP and monitor the results. We create and publish position papers, articles and we organise expert forums in order to formulate and disseminate expert opinions and results.
