How to involve citizens in local energy planning?

The ENES-CE project has focused on cooperation between public bodies and citizen energy groups in implementing local energy strategies.

The project has now published a guideline on how to involve citizens in local energy planning, e.g. in the development of Sustainable Energy Action Plans/Sustainable Energy and Climate Action Plans
(SEAP/SECAP). In addition to citizen engagement, the guideline also provides tips for changing citizens behaviour and habits to help implement SEAPs/SECAPs in Central European countries. 

It describes the planning process as well as the steps of citizen engagement and also offers specific tools to support the process: a workshop manual for co-design workshop methods, an assessment tool for community energy projects as well as communication methods for local energy plans.
